\nBut how can be guaranteed that this growth is free from deforestation and human rights violations? The EUDR addresses deforestation, but research and field experience suggest that land rights issues and environmental impacts in Cambodia’s rubber sector are often\u00a0<\/span>closely connected<\/span>. Cambodia\u2019s rubber sector covered approximately 448,051 hectares in 2025. Of this, 52%\u00a0are\u00a0under industrial plantations\u2014mainly through\u00a0Economic Land Concessions (ELCs)\u00a0while the\u00a0remainder\u00a0are\u00a0family-owned. Expansion is concentrated in the northeastern highlands, where many Indigenous communities live.<\/span>\u00a0<\/span><\/p>

For these communities, land is not only an economic asset\u2014it is central to identity, culture, and livelihoods. Yet large-scale agricultural investments have often been developed without adequate recognition of customary land rights. This has led to land conflicts, loss of access to forests, and reduced livelihood options.<\/span>\u00a0<\/span><\/p>

Deforestation and human rights impacts are therefore deeply interconnected. When forests are cleared for plantations, communities lose access to food sources, non-timber forest products, and traditional practices. Environmental degradation also directly affects health and well-being, through increased temperatures, pollution, and chemical exposure.<\/span>\u00a0<\/span><\/p>

Human rights due diligence (HRDD) must therefore go\u00a0hand-in-hand\u00a0with environmental due diligence. Addressing them separately risks overlooking the full impact of investments and can perpetuate harm.\u00a0In addition, the rubber sector employs thousands of workers. Companies have a responsibility to ensure decent working conditions, fair wages, and compliance with\u00a0labour\u00a0standards.<\/span>\u00a0<\/span><\/p>

Integrating human rights and environmental due diligence is not only a moral\u00a0obligation,\u00a0it is\u00a0essential for reducing risk, preventing conflict, and ensuring sustainable and resilient supply chains.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Compliance with the EU Deforestation Regulation (EUDR) presents a key opportunity to strengthen human rights due diligence across the rubber value chain\u2014particularly where past efforts have been limited.<\/span>\u00a0<\/span><\/p>

With implementation deadlines set for December 2026 (large companies) and June 2027 (micro and small enterprises), there is now a critical window for companies to strengthen their systems.\u00a0However, compliance should go beyond a technical requirement. It should be used as a catalyst to embed robust human rights and environmental standards across\u00a0operations.\u00a0Investors should also consider adopting credible certification schemes such as PEFC and FSC. These frameworks can help improve responsible sourcing, strengthen traceability, and enhance\u00a0resilience,\u00a0especially as climate change increasingly affects production.<\/span>\u00a0<\/span><\/p>

Ultimately, the\u00a0most effective entry point is a shift in mindset: from compliance-driven approaches to rights-based, risk-informed investment practices.<\/span>\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Traceability systems are seen as a key tool for supply chain transparency. At the same time, knowing the origin of rubber is\u00a0<\/span>not the same as<\/span> knowing whether the rights of people in producing areas have been respected. What complementary measures are needed?<\/span><\/span><\/h5>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Traceability is essential\u2014but it is not sufficient. Knowing where rubber comes from does not guarantee that it was produced without human rights violations.\u00a0Effective due diligence must answer deeper questions:\u00a0Who produces the rubber? Under what conditions? Are workers protected and\u00a0fairly paid? Are smallholders supported? Are child\u00a0labour\u00a0risks addressed?<\/span>\u00a0<\/span><\/p>

In Cambodia,\u00a0labour\u00a0arrangements are complex, involving direct employment, intermediaries, and smallholders. These realities require complementary measures beyond traceability systems.<\/span>\u00a0<\/span><\/p>

Key priorities include:<\/span>\u00a0<\/span><\/p>

  • Strong\u00a0labour\u00a0protections:<\/span><\/b>\u00a0All workers\u2014regardless of employment arrangements\u2014must be covered by\u00a0labour\u00a0law, receive fair wages, and have access to social protection.<\/span>\u00a0<\/span><\/li><\/ul>
    • Meaningful community engagement:<\/span><\/b>\u00a0Communities must be continuously consulted on investment impacts, including land access, livelihoods, and local development needs.<\/span>\u00a0<\/span><\/li><\/ul>
      • Accessible grievance mechanisms:<\/span><\/b>\u00a0Workers and communities need safe and trusted channels to raise concerns without fear of retaliation.<\/span>\u00a0<\/span><\/li><\/ul>
        • Transparency and accountability:<\/span><\/b> Clear and accessible information about investments helps prevent conflict and builds trust across the supply chain.\u00a0 <\/span>Traceability must therefore be combined with strong accountability systems to ensure that supply chains are not only transparent, but also fair and rights-respecting.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

          For communities\u00a0especially Indigenous peoples and women\u00a0to engage as genuine partners, participation must be meaningful, not symbolic.\u00a0First, communities must be informed early and in\u00a0appropriate languages, with processes grounded in free, prior, and informed consent (FPIC).\u00a0Second, engagement must be ongoing. One-off consultations are not sufficient. Communities need time and space to understand issues, assess impacts, and contribute to solutions.\u00a0Third, power imbalances must be addressed. Multi-stakeholder forums often reflect unequal power relations between governments, companies, and communities. Without deliberate efforts to create inclusive and safe spaces, these inequalities can limit meaningful participation.<\/span>\u00a0<\/span><\/p>

          Ensuring\u00a0equitable\u00a0participation is essential\u00a0not only for fairness, but also for more effective and sustainable outcomes.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

          Meaningful progress on human rights due diligence in the rubber sector must be measured by real change on the ground\u00a0not by the number of policies or reports.<\/span>\u00a0<\/span><\/p>

          This includes:<\/span>\u00a0<\/span><\/p>

          • Reduced human rights harms<\/span>\u00a0<\/span><\/li><\/ul>
            • Effective remedy for affected communities and workers\u00a0where necessary\u00a0<\/span>\u00a0<\/span><\/li><\/ul>
              • Companies using their leverage to improve practices across supply chains, including intermediaries<\/span>\u00a0<\/span><\/li><\/ul>

                It also requires a shift from traceability to rights-based performance\u00a0where systems actively protect people, not just track products.<\/span>\u00a0<\/span><\/p>

                Resolving land rights issues is central to this progress, as land and resource rights\u00a0remain\u00a0at the core of many conflicts in the sector.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>

                Civil society plays a critical role by:<\/span>\u00a0<\/span><\/p>

                • Monitoring and documenting human rights risks and violations<\/span>\u00a0<\/span><\/li><\/ul>
                  • Supporting capacity building for both communities and companies<\/span>\u00a0<\/span><\/li><\/ul>
                    • Facilitating inclusive multi-stakeholder dialogue<\/span>\u00a0<\/span><\/li><\/ul>
                      • Advocating for stronger enforcement of laws and policies<\/span>\u00a0<\/span><\/li><\/ul>
                        • Promoting transparency and accountable investment<\/span>\u00a0<\/span><\/li><\/ul>

                          Where necessary, civil society also plays a watchdog role\u2014holding companies accountable when harms occur and remedies are not delivered.<\/span>\u00a0<\/span><\/p>

                          Achieving sustainable and deforestation-free supply chains\u00a0require\u00a0collective action.
