Diferentemente de trabalhos anteriores, com foco nacional e global, esta publica\u00e7\u00e3o examina <strong>estrat\u00e9gias estaduais<\/strong> que podem impulsionar essa integra\u00e7\u00e3o. O documento apresenta uma radiografia dos instrumentos normativos relacionados ao CAR e \u00e0 GTA, analisa pr\u00e1ticas j\u00e1 adotadas pelos estados e constr\u00f3i um benchmarking baseado na avalia\u00e7\u00e3o de especialistas da Coaliz\u00e3o.
