Liberia lacks a national traceability system and forest monitoring infrastructure, and cross-border cocoa flows pose additional risks. However, initiatives such as the Roadmap to a Sustainable Cocoa Sector and REDD+ efforts offer potential. Strengthening governance, clarifying land rights, and building institutional capacity are essential to support due diligence.
