This report summarises the outcomes of an August 2024 stakeholder workshop in Accra, focused on legal requirements for cocoa production and trade in Ghana under the EU Deforestation Regulation (EUDR). Participants reviewed which legal obligations are relevant for smallholder cocoa farming, highlighting secure land use, child labour, labour rights, and environmental concerns. Many regulatory requirements were deemed inapplicable to smallholders, while due diligence and ARS 1000 certification were discussed as effective compliance tools. The report presents practical approaches for verifying legal compliance, managing risks, and supporting responsible cocoa sourcing for the EU market.
