This guide offers a structured and accessible overview of the electronic Cultivation license (e-STDB) registration process for smallholders cultivating commodity crops and showcases opportunities for cooperation and data exchange between district governments and other partners, that collect STDB-relevant data, such as private sector entities. This guide is the result of collaboration between GIZ, the Ministry for National Development Plannning Bappenas, Olam Agri, and key stakeholders in Lumpung Tengah and Pesawaran Districts, Lampung Province.
The guideline is designed to accommodate the necessity of data access from other partners by district governments for effective planning and monitoring, by showcasing the processes required for STDB issuance, cooperation opportunities, as well as principles for data sharing. The guideline also takes into account concerns of the private sector around confidentiality and competitiveness and offers a draft NDA, based on which partners can outline conditions for data sharing on STDB. A resource for advancing private-public partnership to accelerate STDB-issuing, in the support of improved planning for government and better access to governmental support systems and markets for smallholder farmers.
