This report assesses Liberia’s preparedness for the EU Deforestation Regulation (EUDR), focusing on cocoa sector compliance. It reviews the current state of traceability, forest monitoring and legal frameworks. Liberia lacks a national traceability system and forest monitoring infrastructure, and cross-border cocoa flows pose additional risks. However, initiatives such as the Roadmap to a Sustainable Cocoa Sector and REDD+ efforts offer potential. Strengthening governance, clarifying land rights, and building institutional capacity are essential to support due diligence. The EUDR presents an opportunity to modernise Liberia’s cocoa sector and improve its sustainability and market access.
